This is because there is a strong correlation between the characteristics of fuel poor households and the eligibility criteria for help under ECO Affordable Warmth and the Carbon Saving Communities Obligation. Further, the policy's design provides incentives for support to be delivered to those facing the highest energy bills: when such households are on low incomes, there is a high chance they will be fuel poor.</p><p>We publish regular data on the number of households support by ECO, under each part of the scheme, as well as the number and type of measures delivered. We also publish data on the costs of measures under ECO.
