The Good Food Cycle, published in July 2025, identifies ten priority outcomes across themes of healthier food, sustainability, food security, affordability and inequality, and good growth. Delivering the ambition set out in the Good Food Cycle will require a cross-system effort from Government, industry, and civil society.

Defra's focus is on delivering the Good Food Cycle outcomes through the most effective mix of policy, regulatory and partnership approaches, including legislation where appropriate. This Government is considering all possible angles for delivering positive outcomes for the food system, including the case for publishing a delivery plan and need for further legislation.

Defra is developing a monitoring and evaluation framework for the Good Food Cycle that will set out indicators that will monitor change across the food system. This will be published in 2027.
