Delay has a cost, so we have committed to implementing these reforms by the end of 2027.</p><p> </p><p>The ONR have made positive progress in implementing this recommendation. Working in close partnership with the Environment Agency, Defence Nuclear Safety Regulator and other relevant regulators, arrangements for the lead regulator model have been established.</p><p> </p><p>Progress to full operating capability is underway with terms of reference and projects having been agreed.
